78 of the 403 sellers on this site publish a list of the states they serve. These pages sort that list by state, ordered the way every board here is ordered: paid partners first, then by disclosure score.
The other 325 publish no coverage list at all and appear on no state page. That is a fact about what they disclose, not evidence about where they operate — which is why each page prints the denominator beside its count.
